A message from Veronica Banks, Payroll Division
Comp time earned in the previous year by Civilian employees that has not been used by March 31, 2020 (listed as Prior Comp on the payroll advice) is scheduled to be paid off pay period ending April 4, 2020, pay date April 10, 2020. Due to the recent school closings and event cancellations in Omaha, the City and the Civilian Unions have agreed, that City Payroll will not pay out the Prior Comp balance as scheduled so that those balances may be available to employees. Any employee who wishes to have their comp time paid to them, please make that request through your timekeeper. Prior Comp balances for Civilian employees will be paid out before the end of this payroll year. A message from Deb Sanders, Human Resources Director for the City of OmahaDirectors please share with your managers and front-line supervisors. Human Resources has received a number of questions regarding our leave policy in light of recent events. The following clarifies City policy:
If an employee has missed more than three consecutive days of work due to their own serious health condition or the serious health condition of an immediate family member they must contact the Benefits team at benefits@cityofomaha.org and complete FMLA paperwork. Employees who are ill for one to two days with flu like symptoms or a fever and remain home for an extra two days to ensure that they are no longer ill do not need to contact Benefits or complete FMLA paperwork. If an employee and/or their family member(s) are quarantined by their medical provider or the health department, FMLA paperwork is not required. The employee should provide their manager/supervisor with a note from a medical professional, health department or other related documentation. Employees may use annual, comp or sick leave if quarantined. Employees may telecommute with the approval of their department director. Please refer to Draft Policy 41 – Telecommuting. School Closures – Employees that are not quarantined but need to remain home with children may use annual leave, comp time or leave without pay. Employees may not use sick leave. We will continue to monitor the situation and may make amendments to this policy as the situation progresses. Employees may telecommute with the approval of their department director. Please read the latest updates from Blue Cross Blue Shield of Nebraska for your healthcare needs. Testing for Coronavirus/COVID-19 There will be no cost for the employee for the appropriate medically necessary diagnostic testing, where it is not covered as part of the Public Health Service response. Medically necessary treatment of COVID-19 will be subject to the plans deductible. Prescription Medication BCBSNE will be increasing access to prescription medication by waiving early medication refill limits on 30 - day prescription maintenance medications (according to the terms of our plan). Opioids will still be limited. We encourage you to use your mail order pharmacy for a 90 day fill of your medication. Patients will also not be liable for additional charges that stem from obtaining a non-preferred medication if the preferred medication is not available due to shortage or access issues. Coverage for Telehealth Visits Starting Monday March 16th, 2020, BCBNE will cover, with no fee, the cost of all telehealth visits until further notice. Please use telehealth before visiting your primary care doctor. A flier to use telehealth is attached. The service code is: BCBSNE The coupon code: BCBSNEFREE Employees not covered by BCBSNEThe following are options for employees not covered or enrolled in BCBSNE. CHI Health has waived the fee for their virtual care. Mandy Garrod, TELEHEALTH QUICK START GUIDE The Civilian Bargaining (Local 251) transfer period starts Monday, March 2 at 8:00 AM, and goes through 4:30 PM on Monday, March 16, 2020. The transfer request form is only available online. The online form enables employees to access the request form from anywhere at any time during the transfer period. Paper copies are not be accepted. If you have any questions please contact Human Resources on or before the March 16, 2020 deadline. The Human Resources Department does not have computers set up to accommodate walk-ins to submit the request form.
If you are an Environmental Inspector looking to transfer, please first speak with your supervisor to determine if it is a transfer and not a relocation. Relocations for all civilian bargaining employees are also accepted only during this time. Relocations are not handled by Human Resources, rather they are completed through your supervisor or foreman. Please contact them for relocation information. Employees may with the approval of the Department Head, utilize their allowances of sick leave when unable to perform their work duties by reason of illness or injury, necessity for medical or dental care, exposure to contagious disease under circumstances in which the health of other employees or the public would be endangered by attendance on duty or for reasons related to the employee's pregnancy. Employee shall advise their supervisors immediately when it is necessary to be absent from work on account of sickness.
(C). Any explanations, comments or objections of the employee shall be noted on this form. Additionally, the employee may challenge the reasonableness of the counseling by providing, within ten (10) working days of the counseling, a written explanation as to why the counseling was unreasonable. Such explanation shall be provided to the supervisor or Labor Relations Director who conducted the counseling. Such written explanation shall be permanently attached to the counseling form. If the immediate supervisor is not available, the employee shall attempt to contact the manager of the immediate supervisor within the same chain of command. The employee shall notify the Union, and a representative of the Union shall be given the opportunity to be present at any meeting under this section. Either party may declare that the informal level has been completed.”
