The Civilian Bargaining (Local 251) transfer period starts 8am on Monday, September 4, 2023 and is active through 4:30pm on Monday, September 18, 2023. The transfer request form is only available online, which enables employees to access the request form from anywhere during the transfer period. Paper copies are not accepted.

- The transfer form is only for those in Civilian Bargaining. Current employees in the other bargaining units should contact the Human Resources Department directly if they have a transfer request.
- If you are an Environmental Inspector looking to transfer, check with your supervisor to determine if it is a transfer or relocation.
- Relocation requests for all Civilian Bargaining employees are also accepted only during this time. See below for more information.

Q: Why did I receive this email?
A: Civil Bargaining employees can submit transfer requests twice yearly in March and September.
Q: Could you tell me where the current vacancies are for my position?
A: No. The vacancies open today will not be the same over the next six months. That does not mean that there will be a transfer opportunity.
Q: If I am up for the transfer, do I have to take it, or can I back out?
A: Please see the Civilian Bargaining contract, Page 26C, Section 3, Item 4.
Q: I want to transfer to a different yard or location – where is that form?
A: This is considered a relocation. Human Resources does not handle relocations; they are completed through your supervisor or foreman. Please contact them for relocation information. NOTE: per the contract, relocation requests are only accepted during the same period as transfers.
Q: I am an Environmental Inspector – what is considered a transfer, and what is considered a relocation?
A: Please contact Vice President Scott Dombeck, President Tony Burkhalter, or your supervisor directly.
Q: I am not in Civilian Bargaining, but I want to transfer – where is that form?
A: Any functional or management employees seeking a transfer should contact the Human Resources Department directly. Transfer requests for these employees are accepted throughout the year. "
